政治的潮起潮落
1980 年 8 月 18 日，一位中国公民对中共干部作出了严词批评，堪称邓小平时代最辛辣、最全面的批评之一。
他指责他们「滥用权力，脱离实际，脱离群众，好摆门面，好说空话，思想僵化，墨守陈规，机构臃肿，人浮于事，办
事拖拉，不讲效率，不负责任，不守信用，公文旅行，互相推诿，以至官气十足，动辄训人，打击报复，压制民主，欺
上瞒下，专横跋扈，徇私行贿，贪赃枉法，等等。」这位公民是谁？邓小平。＇19…1＇他和毛泽东一样，也希望确保中共干
部能一如既往地得到人民的支持。
当邓小平在 1980 年 8 月说这番话时，东欧的共产党正在失去人民的支持。他讲话前一个月，波兰团结工会发动
了规模最大、持续时间最长的罢工。很多中共领导人最初同情团结工会，认为工人应当有自己的组织，但他们也担心如
果中国工人罢工会发生什么情况。邓小平和胡耀邦试图打消干部们对出现类似混乱的担忧，他们说，中国的领导层不同
于东欧，不必屈服于苏联不得人心的要求。此外，中国从十一届三中全会开始的改革受到了劳动人民的欢迎。＇19…2＇但是
